certified usps email

how about this… usps creates a paid certified email system!?
mail.gov
all isps will whitelist this domain and only allow mails from the usps email servers to send mails from @mail.gov (thus preventing phishing)
1. all mail sent is encrypted
2. all senders are verified with notary in any post office/bank or thru regular snail mail.
3. only costs a fraction of a cent per email, or maybe some yearly fee until the service is paid for…
4. all current paper mail laws apply to emails sent thru mail.gov. (so no tampering with mail or wire fraud etc).
did i miss anything?

Having worked at USPS and with ex-USPS people at USPIS, I can say — you don’t want your mail in the hands of the bureaucratic assholes.
